Lapis description in field manual is incorrect (1.12.2)

The field manual (in 1.12.2) says that lapis can be found "in any biome EXCEPT Desert, Desert M & DesertHills biomes"

I spent well over an hour looking for lapis (intentionally avoiding deserts), with no luck, and on my way back I went through the desert and found 2 spawn for lapis in Desert and DesertHills biomes.

I have not made any changes to the config besides the range of the prospectors pick, so it would seem that the field manual is incorrect and those 3 biomes are the ONLY biomes lapis can spawn in.
